This act is a large-scale renewal of the practice of common-law in the provincial courts. It redefines how various courts are to handle cases, the responsibilities of court officials, the oaths to be taken by court officials, standardized forms to be filled out, and many other measures.

This act adds a sentence of private whipping not exceeding twenty five strokes for aggravated crimes (that is to say, a crime accompanied by circumstances which adds to the guilt or consequences of the crime, but above and beyond the crime itself). Women are excepted from this sentence.
This act allows sheriffs to be appointed for as long as the government sees fit to have them serve in that role, rather than the previously prescribed one year.
