    This Act makes provision that, if the owner be absent, the foreman is to act in their stead to fulfill to terms of a former Act, “An Act for altering and amending several Acts of this Province, relating to the duties of Excise on Wines, Rum, and other distilled Spirituous Liquors, sold within this Province.”
