    This Act prevents secret mortgages on property or possessions at the time of sale by discharging existing debts, not disclosed to the purchaser prior to or at the time of the sale, on these immoveables. Payments to creditors are to be paid out of the purchase money, as described. The terms and stipulations by which this is to be done are outlined.
