    This is a revival of an act first passed in 1860 which legislates the use of wagons and wheeled carts, the proper penning of farm animals and cart horses, inspection of chimneys, the fencing of property abutting dangerous cliffs or coves, and the penalties for not following these laws in the towns of St. John's, Harbor Grace, Carbonear and Brigus.
