    This act allows for the appointment of committees for each harbour or channel to regulate when channels can be cut into the ice of their respective waterways in order to allow fishing boats to go sealing. It specifies how these committees will be appointed, how long their terms will be, and penalties to be served by crews who do not conform to the decisions of the committee.
