DescriptionUnder this Act, the Courts are authorised, to abstain from pronouncing Judgment of Death in cases wherein convicted Offenders are found to be fit and proper subjects to be recommended for the Royal mercy. The circumstances by which the character of convicted offenders may be deemed as such are described.
